一、命题依据与原则
(一)命题依据
以教育部制订的《全日制义务教育英语课程标准》(以下简称为《课程标准》)为依据,参照《福建省基础教育课程改革试验区2006年福建省初中学业考试大纲(英语)》,结合我市课改试验区英语教学实际,参照《课程标准》中关于九年级结束时的“五级目标”要求进行命题。
(二)命题原则
严格按照教育部制订的《课程标准》中的五级要求。试题以学生发展为本,不拘泥于教材,尽量与现实生活和学生实际相联系,注重考查学生在一定语境下运用所学知识分析和解决问题的能力。坚持立足基础、注重运用、强调能力、体现素质、难易适中的原则,全面考查学生听、说、读、写的能力,突出综合语言运用能力的考查,重视学生创新精神、实践能力的培养和情感态度、价值观的引导。正确发挥考试的导向功能,做到有利于激发和培养学生学习英语的兴趣,建立学习英语的成就感和自信心,提高综合运用语言的能力;有利于引导教师改进教学和学生学会学习;有利于普通高中招生改革和事业发展。
二、考试内容与要求
(一)考试内容
考试内容以《课程标准》所规定的九年级结束时应达到的五级课程目标的基本要求进行命题,具体内容详见《课程标准》附录部分。
(二)考试要求
课程标准中提出的语言技能、语言知识,情感态度、学习策略和文化意识等方面五级的具体要求如下:

三、考试形式与试卷结构
(一)考试形式
试卷采用闭卷笔试形式,考试时间为120分钟,满分为150分。
(二)试卷结构
试卷包括第一卷和第二卷。全卷试题易、中、难的比例为8:1:1。主、客观试题分数比值大约为4:6。试卷提供答题卷,考生应把各题的答案填写在答题卷相应题号的位置上。
听力理解部分测试时间不超过30分钟, 内容包括听录音单句理解、听录音对话应答、听录音对话理解、听录音短文理解、听录音填表格等五种题型(30分)。
笔试部分测试的内容包括语言知识运用(45分);口语应用(15分);阅读理解(40分);书面表达(20分)。

Friday April 8th 2005 Cloudy
Now spring has come. It’s the best season to plant trees. So today, Lin Jun, Li Qiang and I went to the park near our school to plant trees.
We got there in the morning and started our work at once. I dug several holes with my spade. Lin Jun put small trees into them and then Li Qiang watered these trees.
When we finished, we were all very tired. However, we were all very happy. I think if everyone plants trees as we have done, our country will soon become a beautiful green garden.
